The legislation focuses on how the Police Department collaborates with the FBI and its local Joint Terrorism Task Force while collecting intelligence in potential terrorism cases.

A previous version of the ordinance was given narrow approval by the board in a 6-5 vote on April 3 but was vetoed by Mayor Ed Lee after police Chief Greg Suhr expressed opposition to it.

The earlier legislation addressed a memorandum of understanding between the FBI and San Francisco police, in which the federal agency authorizes a variety of intelligence gathering activities not allowed under state law, such as the surveillance of someone not suspected of any criminal activity.

Supervisor Jane Kim, who authored that ordinance, had said it would ensure that people’s civil rights would be protected by codifying into law that police officers must follow the local and state laws while working with the FBI.

Kim said the legislation was important to the community, particularly minority groups, and cited dozens of people who came out to a committee hearing on the issue in March to tell stories of racial profiling and discrimination.

Suhr said today that his opposition to the proposal was that it required certain language regarding the following of local and state laws to be included in future memorandums of understanding.

If it wasn’t included, the legislation “barred the Police Department from entering into the MOU … and would essentially be causing the Police Department to leave” the Joint Terrorism Task Force.

The new legislation, also authored by Kim and passed in an 11-0 vote by the board this afternoon, still requires police to adhere to the local and state laws, but does not compel the department to include any such language in an agreement with the FBI.

However, it orders the police chief to submit any proposed MOU for discussion at an open Police Commission meeting and also to provide the commission with a yearly public report of the department’s work with the terrorism task force.

Suhr said the new agreement “implicitly acknowledges that we can’t make the FBI do anything” and also increases transparency of the department’s interactions with federal authorities.

“We’re happy to do all that, we’ve never ever tried to hide the ball,” he said. “We have no problem at all making sure everyone knows what we’re doing.”

Cusack’s actress sister, Joan, was among those on hand for the event in front of the Larry Edmunds Bookshop on Hollywood Boulevard, along with Jack Black and producer/director Joe Roth.

Cusack was honored for a nearly 30-year career, which began with such 1980s teen films as “Sixteen Candles,” “The Sure Thing,” “Stand by Me” and “Say Anything.”

Cusack went on to appear in “Eight Men Out,” “The Grifters,” “True Colors,” the Woody Allen films “Shadows and Fog” and “Bullets over Broadway,” “City Hall,” “Grosse Point Blank,” “Con Air” and “Cradle Will Rock.”

“To the best of my knowledge, I’ve tried to screw my career up as much as I possibly could, but even with all my best efforts to screw it up, I managed to have lasting friendships, and some of the best friends I’ve ever met in the business,” Cusack said.

In 1999, Cusack starred in “Being John Malkovich,” the cast of which received a Screen Actors Guild Award nomination for outstanding performance by a cast in a motion picture.

Cusack received a Golden Globe award nomination for best actor in a comedy or musical in 2000 for his starring role in “High Fidelity,” for which he helped write the screenplay.

Cusack’s recent credits including “Runaway Jury,” “Must Love Dogs,” “1408,” the political satire “War, Inc.,” which he also helped write and produce, “2012″ and “Hot Tub Time Machine.”

A netball coach averted a potentially fatal motorway collision by seizing control of a team bus when the driver fell ill at the wheel.

Lisa Stanley, the head coach of Team Northumbria and a former England international, took the wheel of the 12-tonne vehicle on the M1 near Chesterfield, in Derbyshire, on Saturday afternoon.

Stanley hit the brakes and steered the bus away from the central reservation, bringing it to a stop on an embankment.

The team and support staff on board were heading to a Superleague fixture against Loughborough Lightning when the incident happened. None of the passengers were injured, but paramedics took the coach driver to hospital as a precaution.

“I just acted instinctively,” Stanley said. “As soon as I realised the driver wasn’t well, I knew that I had to do something or there was going to be a serious accident.

“I did what anyone else would have done and used the brakes to slow the coach down while trying to steer it towards the hard shoulder. I’m just glad that everyone was OK.”

The team’s manager, Heather Steel, said: “Lisa is nothing short of a hero. Her quick thinking meant that the entire team and support staff managed to walk away without serious injury.

“It doesn’t bear thinking about what could have happened. Yes, we’re all a bit shocked by our ordeal, but we’re glad we’re alive.”

The fixture against Loughborough was cancelled and will be rescheduled.
